The challenge — and the evidence of demand

Jordan's ICT sector generates over $3.3B across more than 1,000 firms, but roughly 98% are SMEs that cannot pass U.S. enterprise vendor onboarding, and Jordan ranks about 105th of 116 on English proficiency — an honest constraint the design must address publicly. Export measurement conflicts by methodology ($48M World Bank balance-of-payments 2024 versus about $225M GIZ 2019), so no percentage claim is published without naming its denominator. The honest competitive position is a niche challenger — fifth to seventh of eight comparator destinations overall, strongest on cost, time-zone overlap and the Arabic-language niche.

The proposed solution

The hub is a trust layer, not a building: a tiered verified-vendor pool run with intaj; U.S.-entity fronting with U.S.-based account management compensating for firm size and the English gap; a contract, SLA, IP-assignment and BAA template library; a certification engine fast-tracking ISO 27001, SOC 2 and medical-coding credentials; delivery pods with pooled bench capacity; an Arabic localization center of excellence as the flagship wedge; and a compliance desk for W-8BEN onboarding, sanctions screening and encryption-export questions. The RCM/medical-coding leg is merged with the Health Corridor into one pilot.

Who benefits

Jordan: services export revenue and direct jobs for a sector with slack graduate capacity. The U.S.: mid-market buyers gaining verified, cost-competitive capacity with a workable time-zone overlap and native Arabic capability. The diaspora: professionals inside U.S. firms acting as the documented first-customer and referral engine.

Operating model and institutional roles

The diaspora-first sales motion has academic backing (HBS evidence that diaspora links measurably increase services outsourcing to the home country). Contracts are signed with the U.S. entity; quality and security posture are certified, not asserted. intaj pools vendors and standards; MoDEE, the National Cybersecurity Center, JEDCO and the U.S. Embassy commercial desks are institutional partners in their existing roles.

Economic rationale

The base-case scenario is about $3.75M per year in services revenue and roughly 52 direct Jordan jobs at maturity (about $0.8M and 11 jobs conservative; about $15M and 208 jobs ambitious) — all CALCULATED on TARGET client counts and ESTIMATE contract values, with leverage of roughly $3.75 per $1 at base. Salary context is a labeled aggregator range: U.S. software engineers average about $135K versus about $11–39K in Jordan, so the pitch is quality, time-zone and IP protection rather than lowest cost.

Implementation, phase gates and discontinuation criteria

Gated on two-to-three diaspora-linked lighthouse contracts before any scale-up. Phase 0 (months 0–6): 25–50 verified vendors and the template library. Discontinue if fewer than 10 signed U.S. contracts or under $2M hub-attributed revenue within 24 months, average pilot quality below 75%, no repeat customers by month 18, or vendor attrition above 25% — treated as evidence the trust gap cannot be closed at acceptable cost.

English proficiency — writing-first workflows, screening and a U.S.-based account layer. SME scale and SLA failure — pod elasticity and pooled bench. Export-data confusion — one reconciled methodology before any percentage is published. IP and data concerns — assignment templates, SOC 2/ISO 27001, escrow and PDPL compliance. Regional perception — documented business continuity and a second-location backup.
