How the Ecosystem Works
One proposed platform, five layers, and a strict division of labor with institutions that already exist. This page draws the flow, then maps each function to the institution that owns it today — separating what exists from what is proposed and not yet authorized.
The five-layer flow
From a Jordanian company to measurable benefit
The proposal is a single pipe, not a collection of programs: Jordanian companies, talent, and opportunities enter at one end; the independent bridge platform structures them for the U.S. market; the diaspora and U.S. institutions act as first customers, mentors, and counterparties; the outputs are trade, investment, knowledge, and jobs — each measured separately and never summed; and the results are published rather than promised.
The scenario figures behind layer four are on the Economic Impact page; they carry scenario labels and are never summed.
Function-to-institution map
Who owns what today, and where the gap is
- Existing
- Proposed
- Not yet authorized
Every institution named in the table exists today. Everything the bridge would add is proposed, and nothing on this page has been approved or authorized by any of the institutions named.
| Bridge function | Logical owner today (existing) | What exists today | Proposed bridge role |
|---|---|---|---|
| Preparing SMEs for U.S. export | JEDCO, with the Ministry of Industry, Trade and Supply, the chambers of commerce and industry, and sector associations | Export-readiness programs, e-commerce support, certificates of origin — Jordan-side and grant-oriented | U.S.-market-specific coaching and compliance navigation (proposed) |
| Investment curation and investor matching | Ministry of Investment | National investment map and investor window; PPP packages; conference convening | A standing U.S. investor pipeline and deal documentation to U.S. diligence norms, referring incentives back to the ministry (proposed) |
| Diaspora talent network | Ministry of Foreign Affairs and Expatriates — Directorate of Expatriates Affairs (convenor) | Consular registry, digital outreach, diaspora conferences | A voluntary, verified professional network in the United States — a verified gap (proposed) |
| Youth fellowship | Royal-affiliated and youth foundations, domestically | Domestic fellowship and entrepreneurship programs | U.S.-placed economic fellowships with diaspora hosts (proposed) |
| Annual summit | Ministry of Investment and the MFA; the Jordanian Businessmen Association as private convener | The Jordanian Businessmen Association (JBA) held its 9th diaspora investor conference in July 2026, Amman, with the Ministry of Investment and MFA (Petra). | A U.S.-hosted, investor-facing edition, coordinated with — not against — existing convenings (proposed) |
| Reverse investment: U.S. companies into Jordan | Ministry of Investment; AmCham Jordan | Outbound investor targeting; member-funded advocacy | Sustained, sector-specific U.S. attraction with diaspora intermediation (proposed) |
| U.S.-based platform operations | Embassy of Jordan in Washington, D.C. and the Consulate General in Chicago (state functions only) | Consular services; diaspora registration | An independent economic platform — in research, no standing U.S.-based Jordanian economic platform was identified (proposed) |
Partnership note. JEDCO, the Ministry of Investment, the Jordanian Businessmen Association, and the Ministry of Foreign Affairs and the embassy are named throughout this site as potential partners. No partnership has been offered, discussed at any formal level, or committed. Cooperation, if it were ever sought, would take the form of published arm's-length agreements — referrals and contracts, not governance.
Reading the map
Complement, not substitute
The institutional design follows Jordan's demonstrated pattern: royal convening with ministerial and private-sector execution. The Economic Modernisation Vision was launched from the Royal Hashemite Court and is executed by the government through its executive programs; under Articles 45 and 49 of the Constitution, commercial execution sits with the Cabinet and the private sector. A bridge that duplicated the Ministry of Investment's window, JEDCO's programs, or the Jordanian Businessmen Association's convening would add rivalry, not value — the proposed platform is the U.S. execution layer those institutions do not operate.
The map also disciplines the sequencing: functions with an existing owner are engaged through referral agreements in later phases; functions with a verified gap — the U.S. talent network and U.S. platform operations — are where the Tier 1 proof points sit. The sequence and its gates are on the Roadmap page.
The constitutional and institutional analysis behind this map is part of the research base summarized on the Research and Evidence page.
